Tree Care&lt;br /&gt;1. Tree Maintenance&lt;br /&gt;2. The committee discussed this new information with members of the County, including Kandy Hays (Chief-Contracts) and Bob Maycumber (Administrative Deputy). This issue is being given further consideration by the committee. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Landscape Maintenance&lt;/strong&gt;&lt;br /&gt;Judy Benevidez and Richard Cambaliza (Maintenance Operations Manager/Rich Meier’s Landscaping, Inc.) were available to answer any landscape maintenance questions the committee might have. They also reported that surface wires from Controller #5, that connect to irrigation stations along Sagecrest Circle near Laurelcrest, were buried. &lt;br /&gt;County representatives Kandy Hays and Bob Maycumber were also available to answer questions, and explain the County’s position, regarding the committee’s interpretation of the number of trees to be trimmed annually as part of Meier’s contract. &lt;br /&gt;Within the contract, the committee specifically refers to: &lt;br /&gt;Exhibit B &lt;br /&gt;Statement of Work &lt;br /&gt;Appendix B-2-Page 13 &lt;br /&gt;Item b. (This is the undeveloped land referred to as "Camden Property".) The advisory committee discussed the report.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Valencia Water Company’s New Tiered Rate System&lt;/strong&gt;&lt;br /&gt;Homeowner Jim Lynn (Committee Member) attended a recent meeting of the West Ranch Town Council and was informed that Valencia Water’s tiered rate system is set to go into effect February 2011. Certain areas of controller #5 still remain to be replanted as part of the renovation project.&lt;br /&gt;It was noted that controller #5 site preparation for replanting will also include some grading and burying of irrigation wire, parallel to the sidewalk, along Sagecrest circle.&lt;br /&gt;As Mike Kriste previously reported at the 12/6/10 meeting, current plans remain to commence work on the areas above in March, 2011. According to the manufacturer, in this mode the WeatherTRAK smart evapotranspiration (ET) controllers are automatically adjusting the irrigation schedule based on local weather conditions and landscape needs.&lt;br /&gt;&lt;br /&gt;Ongoing irrigation problems/concerns with controller #5 were again called to the attention of the county by committee members, and the County will be monitoring this controller closely.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Landscape Renovation Project&lt;/strong&gt;&lt;br /&gt;Mike Kriste informed the committee that the replanting of certain areas of controller #5 have been pushed back to March, 2011. Each Sunset Pointe property owner, by acceptance of their property deed, has agreed to these easements. The easements were established to install landscaping, irrigation, and drainage for slope protection and stability. These same easements grant access to our properties for maintaining the landscaping, irrigation and drainage systems. Los Angeles County Parks and Recreation (LLAD 2, Zone 21) is responsible for this maintenance. Per the Sunset Pointe Declaration of Covenants, Conditions, Restrictions and Reservation of Easements, no structure, planting, or other materials shall be placed or permitted to remain within the easement areas that may interfere with this maintenance or may change the direction in the flow of drainage channels. To maintain slope stability, it is very important that no owner alters or interferes with the established drainage pattern for their property. Landscaping is an intricate part of maintaining drainage and slope stability. Therefore no property owner shall remove any tree, shrub, or plant within the easement on their property. The current watering schedule is available upon request. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Landscape Renovation Project &lt;/strong&gt;&lt;br /&gt;Mike Kriste (Interim Special Districts Administrator) reported the results of the final walk-through with the landscape renovation contractor on 9/14/10. Approximately 7 percent of the new planting failed and will be replaced by the contractor. Mike explained that this percentage of plant failure is to be expected and within acceptable guidelines.&lt;br /&gt;The landscaped area included as part of controller # 5 (on Sagecrest Circle in the vicinity of the access road to the water tank and helipad) remains to be replanted. The Hunter Industries Field Service Manager was also available to assess the site and make recommendations. Areas left will be replanted in the Fall, when the weather is cooler.&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Sunset Pointe Native Oak Trees&lt;/strong&gt;&lt;br /&gt;Judy Benevidez (County Monitor/Sunset Pointe) handed out a preliminary report on the condition of the oak trees, and several specific eucalyptus trees, located on the slopes of Sunset Pointe. The report was prepared by certified arborist Frank Madero. A final report is to follow.&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Landscape Maintenance&lt;/strong&gt;&lt;br /&gt;Richard Cambaliza (Maintenance Operations Manager/Rich Meirer’s Landscaping, Inc.) was available to answer any landscape maintenance questions the committee might have. Rich Meier's crews are on site to maintain the LLAD landscape area every Thursday.&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Updated Map of Sunset Pointe (LLAD 2/Zone 21)&lt;/strong&gt;&lt;br /&gt;Research by the committee and the County continues regarding issues that pertain to the establishment of an accurate, updated map of the district. Mike assumes the position previously held by Patrick Malekian , and his assignment is on an interim basis.The committee welcomes Mike and looks forward to working with him on the work in progress at Sunset Pointe.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Landscape Renovation Project&lt;/strong&gt;&lt;br /&gt;Wes Perryclear (Special Districts/LA County Parks and Recreation) reported that the planting phase of the Sunset Pointe renovation remains on schedule, and is almost complete.&lt;br /&gt;&lt;br /&gt;In consideration of fuel modification, Wes conducted a walk through to review replanting of the South /Southwest slopes of Sunset Pointe on May 26, 2010. The advisory committee was represented by homeowner Tom Bristow (Deputy Forester/LA County Fire Department/Vegetation Management Unit). Thanks to Tom for taking time to inspect the slopes with members of the county and making recommendations as needed.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Irrigation Renovation project&lt;br /&gt;&lt;/strong&gt;Wes reported that he continues to closely monitor the new irrigation system. Minor adjustments are to be expected. He also reported plans to personally manage the internet-based irrigation system until further notice.&lt;br /&gt;Homeowners should contact Judy Benevidez (County Monitor/Sunset Pointe) with any questions or concerns regarding the performance of the new system.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;br /&gt;Landscape Renovation Project&lt;br /&gt;&lt;/strong&gt;Wes Perryclear informed the committee that a contractor had been selected for the landscape portion of the Sunset Pointe renovation project. Work began in April and is tentatively scheduled to be completed by the end of May. Replanting began on the perimeter of Sunset Pointe. Committee member concerns about several eucalyptus trees that need additional trimming were addressed. Plans were made to have the trees trimmed ASAP.&lt;br /&gt;At the request of the County, work to facilitate the replanting of Sunset Pointe will be a priority for the maintenance crew until the landscape renovation is complete.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Brush Clearance&lt;br /&gt;&lt;/strong&gt;Judy Benavidez reported that soil conditions permitting, brush clearance is scheduled to begin in May.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Sunset Pointe Native Oak Trees&lt;/strong&gt;&lt;br /&gt;The landscape of the Sunset Pointe subdivision includes 8 oak trees indigenous to the area. As part of the landscape renovation project, arrangements are being made to have an expert inspect the condition of the trees. Benefits of the new irrigation system are said to include reduced water bills and landscape maintenance costs.&lt;br /&gt;HydroPoint reports to be the market and technology leader in Smart Water Management. The report stated the amount remaining in the allocation up to the completion of repairs and upgrades to the irrigation system. The committee reviewed the report and needed revisions were made.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;&lt;br /&gt;&lt;u&gt;Landscape Renovation Project&lt;/u&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;The County reported that plans now stand to review bids and select a contractor for the landscape part of the renovation by the end of March. Planting is tentatively scheduled to start 4/1/10.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;&lt;br /&gt;&lt;u&gt;Landscape Maintenance&lt;/u&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Richard Cambaliza (Maintenance Operations Manager/Rich Meirer’s Landscaping, Inc.) reported that weather permitting, a four man crew (under the supervision of a foreman) will be working Sunset Pointe on Thursdays. The crew’s scheduled hours are: 6:30 AM to 3:30 PM. Foreman: 10:30 AM to 3PM.&lt;br /&gt;&lt;br /&gt;The crew’s normal lunchtime procedure was explained. Mr. Cambaliza assured the committee that per company policy, the workers would make every reasonable effort not to disturb homeowners while on their breaks.&lt;br /&gt;&lt;br /&gt;The welcomed rains, coupled with transitioning to a new contractor, and the current irrigation/landscape renovation has resulted in an unusually large amount of weeds throughout the subdivision. The new irrigation system includes state of the art water management controllers designed with a focus on water conservation, labor savings, and better irrigation control. This new system is now in operation, and is being closely monitored for any minor adjustments that understandably could occur.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;The proposed plant list was discussed in more detail. Committee concerns included additional assurance by the county that fuel modification (in case of fire) will be kept in mind when replanting is done. Thanks for input on this subject go to Keith Condon (LA County Fire Department, Fuel Modification Unit), advisory committee member Bill Westcott, and Sunset Pointe homeowner, Tom Bristow (Deputy Forester/Vegetation Management Unit). Thanks also to advisory committee Member Jim Lynn for more information on the subject by providing a copy of the LA County Public Works “Homeowners Guide for Flood, Debris, and Erosion Control”.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Several committee members also made the county aware of their concern that additional trees are proposed to be included in the replanting. Several reasons were cited including the additional tree trimming landscape maintenance expense for homeowners in the future.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;The committee was informed that the Landscape Planting Plan is scheduled to go out to bid in February.  &lt;/p&gt;  &lt;p class="MsoNormal"&gt; &lt;/p&gt;  &lt;h2 style="margin:0in;margin-bottom:.0001pt"&gt;&lt;u&gt;&lt;span style="font-size:12.0pt"&gt;New Maintenance Contractor   &lt;/span&gt;&lt;/u&gt;&lt;/h2&gt;  &lt;p class="MsoNormal"&gt;The committee had the opportunity to meet Richard Cambaliza, maintenance operations manager for Rich Meirer’s Landscaping, Inc. Rich answered questions and gave an overview of what landscape services his company will be providing. Beginning in February, plans are to have a crew of five workers on site each Friday.  The committee is working on streamlining an updated procedure for individual homeowner maintenance requests. The city spokesperson's statement is entirely accurate, and I take no issue with it.&lt;br /&gt;&lt;br /&gt;There are, however, some fees that city residents pay that county unincorporated residents do not pay.&lt;br /&gt;&lt;br /&gt;Since 1994, for example, all property owners in the city of Santa Clarita have paid an annual stormwater pollution prevention fee. Although the fee varies depending on the size of the lot, the current rate is $24 per single-family dwelling (or "equivalent residential unit") per year. It is my understanding that the city is considering reducing the fee by about 10 percent.&lt;br /&gt;&lt;br /&gt;Separately, city residents pay $25 per year for open space acquisition, as a result of the recently approved voter initiative. Finally, a streetlight maintenance fee of $50 per residence is assessed by the city for those parcels annexed to the city's streetlight maintenance district after the district was originally established in 1998. All other city residences also pay an assessment, but at a lower rate if they were originally in the district.&lt;br /&gt;&lt;br /&gt;In short, city residents pay up to about $100 per year on fees that residents in unincorporated areas do not pay.&lt;br /&gt;&lt;br /&gt;My staff has calculated what an "average" resident pays per year in utility user's tax, and we estimate it to be $162 per year for a typical single-family dwelling, assuming $300 per month in utility charges.&lt;br /&gt;&lt;br /&gt;It is, however, important to note that this fee was reduced from 5 percent to 4.5 percent in last November's election, and that utility user's tax rates run as high as 11 percent in some jurisdictions. Additionally, 56 percent of those who voted in unincorporated Santa Clarita last November favored passage of the measure.&lt;br /&gt;&lt;br /&gt;While taxes are never popular, the vote in unincorporated Santa Clarita would suggest that residents are willing to sacrifice a relatively modest tax in exchange for the services those taxes support.&lt;br /&gt;&lt;br /&gt;You should also be aware that many of the public services throughout the entire Santa Clarita Valley are provided by the same agency, regardless of where a resident lives.&lt;br /&gt;&lt;br /&gt;These services include programs operated by county departments such as fire, library, sheriff, flood control district, environmental health and multiple social service agencies. Except for the sheriff and fire, these departments report to me. All the departments report to the Board of Supervisors.&lt;br /&gt;&lt;br /&gt;Other services, such as planning and building, are provided separately by the appropriate city or county department, depending on where one lives.&lt;br /&gt;&lt;br /&gt;I appreciate The Signal's coverage of issues surrounding the provision of municipal services. Landscape update</title><content type='html'>&lt;div&gt;SUNSET POINTE LANDSCAPE ADVISORY COMMITTEE / LA COUNTY PARKS LLAD 2, ZONE 21 &lt;/div&gt;&lt;div&gt;MEETING JANUARY 12, 2009 &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The Tree Trimming commenced on Dec 8, 2008 at Control area #1 of Sage crest/Foxtail Ct. Typically 6-10 workers are there daily and spread into 2 crews. Some have also been trimming along Hazelcrest behind the hotels as well. Presently working Controller area #2 off of Sagecrest/Wintergreen.  Next area is Controller #3 Sagecrest/ Coriander area. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Frank Madero reported that because it’s been so long since the trees have been trimmed, cutting is limited to trimming to handle heavy winds as well as branches that endanger/shock and protect the health of the trees.  Trees are generally not being topped at this time, but rather thinned out. More trimming will be needed in 1-3 years that will be part of the new overall maintenance contract to be bid in fall 2009. Madero pays a visit to the site daily. Some trees have been red tagged for removal. Target for completion of trimming is by the end of March 2009. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Currently, American Heritage is on a month-to-month “contract” for general maintenance. Patrick indicated a target date of next fall to request bids for a new overall maintenance contract which would include tree trimming within that contract. The new maintenance contract would be for 5 years, but after 2 years there is the option to renew/continue annually.  The current basic LMD maintenance costs amount to approximately $187,000 per year [including $70,000 for water]. Revenue from assessments amounts to approximately $225,000 annually.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Wes Perryclear provided an in depth look at the irrigation upgrade process, lines to be replaced, and the type of equipment to be used. His handouts included Schematic cost estimates for irrigation Improvements, aerial mapping, project development schedule chart, valves, security device and the ET 2000 Controller. Focus will be on efficient use of irrigation to minimize usage and costs as water costs increase. This should have a positive impact on LMD costs, which are currently $70,000 per year for water. The irrigation project is currently estimated at $344,000, but could increase as the design unfolds in more detail. Jim Lynn provided input on the original system having been an original owner. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Jim Lynn will work with Wes Perryclear to provide input for the irrigation upgrade project &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Concern about slope stability and fire buffer area was expressed relating to the appropriate ground cover behind and immediately abutting houses overlooking Lyon Canyon on Sagecrest Circle on the south and southwest facing slopes from roughly The Old Road [S] to Laurelcrest. To better address this issue, and get more input Bill Westcott will contact LA County Fire Department personnel who live in the area, Jim Lynn will contact a geo tech expert who lives in the area and Patrick will contact a Building and Safety Rep. Presentations, vendors and Info available.&lt;br /&gt;&lt;br /&gt;LA County Rd Dept reported that in response to concerns expressed by residents of the Sunset Pointe/Enclave area, construction for traffic signal installation is under way at The Old Road and Sagcrest Circle BOTH North [Chuys] and South.&lt;br /&gt;&lt;br /&gt;Supervisor Antonovich's Senior Deputy reported that the LA Co Board of Supervisors has initiated a program to have hearings on ZONE CHANGES, major construction etc. to be held in the community by a hearing officer, saving a trip to downtown LA. More info to come later.&lt;br /&gt;&lt;br /&gt;The Vice President and Director of Municipal Services for Burrtec Waste Industries reviewed the plans to take over trash collection from Waste Management on November 3rd. Check the letter you have received in the mail from them for more info.&lt;br /&gt;&lt;br /&gt;The Sunset Pointe LLAD 21 [Landscape Mtce District] is awaiting bids to present to the Advisory Committee for upgrading the LMD. The Advisory Committee Meeting is expected to be scheduled in the next few weeks.&lt;br /&gt;&lt;br /&gt;The West Ranch Town Council, LA County Public Works and the City of Santa Clarita staffs are initiating studies that should lead to eventual landscaping of the I-5 Pico / Lyons interchange.The Sheriff's Department reported a quiet month in our area.&lt;br /&gt;&lt;br /&gt;The CHP reported that they ticketed over 34 cars on one day this week on Pico Canyon Rd. for failure to obey the 25 mph school zone, while school is in session at Pico Canyon school. The increase will change from $550 to $750 per year per dwelling unit. Business would pay proportionately more based on the size of the parcel.&lt;br /&gt;&lt;br /&gt;The assessment, which had never been increased since the tract was built in the mid 1980s, will increase for the 2008/2009 fiscal year [effective July 1st] and will appear on the tax bill this coming December. It paves the way for upgrading the irrigation system to a new state of the art moisture sensitive system, major trimming of the trees, and replanting of much of the area with aesthetically pleasing ground cover to enhance slope stability within this hillside community.&lt;br /&gt;&lt;br /&gt;The passage of the increase in assessment  also triggers the $681,000 promised by Supervisor Antonovich for rehabilitation of the irrigation system, for which the Resident's Landscape Committee is very appreciative, especially as California is facing "drought times". The current assessment of $550 per year has never been increased since the original developer implemented the District in 1986. The Landscape Advisory Committee believes that this modest increase is the best and most cost effective proposal. This increase will provide for TREE TRIMMING, NEW GROUND COVER in sparse areas and IMPROVED LANDSCAPE. In addition to improving the level of maintenance a YES vote will more fairly distribute the maintenance costs between businesses and homes that are part of District 21. A YES vote will also make available $681,000 from the County for an upgrade of the irrigation system to a more reliable and water efficient system. This should reduce water usage and costs in the future. Please feel free to contact the advisory board directly @ &lt;a href="mailto:sunsetpointeac@gmail.com"&gt;sunsetpointeac@gmail.com&lt;/a&gt; or comment on the blog.&lt;br /&gt;&lt;br /&gt;Based on the response and feedback from the property owners during our first community meeting on Thursday, February 21, 2008, The Los Angeles County Department of Parks and Recreation through its Special Districts (Special Districts) is proposing an alternative, scaled-back plan to the one originally proposed, for increasing the existing assessment rate in Landscape and Lighting Act District (LLAD) No. 2, Zone 21 Sunset Pointe (Sunset Pointe).&lt;br /&gt;The proposed alternative plan would increase the maintenance assessment from the current $550 per parcel to $750 per equivalent dwelling unit (EDU) as opposed to $850 per EDU as originally proposed.&lt;br /&gt;&lt;br /&gt;The proposed $750 assessment eliminates the budget deficit for the Zone and provides enough funds to provide appropriate ongoing maintenance, trim all the trees this fall, and allow for a minimal amount of plantings where critically needed.&lt;br /&gt;&lt;br /&gt;In addition, the $681,000 one-time contribution from a special County fund will be provided for required infrastructural improvements (new irrigation controllers, pipes and sprinkler heads, etc.) in the Zone, as long as the $750 per parcel assessment rate is approved and available to provide the necessary increased maintenance to effectively utilize the new irrigation infrastructure. &lt;br /&gt;&lt;br /&gt;However, the additional funds needed to provide comprehensive landscape renovation, including additional extensive new plantings, will be deferred to reduce costs.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;If the increase in the assessment rate is approved, the following is our plan of action and associated timelines:&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Maintenance Assessment Increase to $750 per EDU approved June 24, 2008&lt;br /&gt;&lt;/strong&gt;New assessment rate will appear on the December 2008 property tax bill&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Complete Survey and Topography of the Zone  July – Aug 2008&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Complete Irrigation and Planting plans for the Zone&lt;/strong&gt; The irrigation and planting plans will provide a visual representation in plan-view of the irrigation and planting work in relation to areas and structures Sep - Oct  2008&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Begin Renovation of Infrastructure&lt;/strong&gt;&lt;br /&gt;This renovation project will be undertaken utilizing the $681,000&lt;br /&gt;Commitment from the County November 2008&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Comprehensive Trimming of All Trees in the Zone&lt;/strong&gt;&lt;br /&gt;Oct 2008 – Feb 2009&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Begin Replanting of Zone As funds Permit&lt;br /&gt;&lt;/strong&gt;Upon Completion of Infrastructural improvements&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In order to help answer any questions you may have about the LLAD, your Zone and the proposed assessment increase, the following are some frequently asked questions by property owners:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q1: What is a Landscape and Lighting Act District (LLAD)?&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;A: &lt;/strong&gt;Landscaping and Lighting Districts are a type of special benefit assessment district, and involve the establishment of an area or district which encompasses parcels of land that will be benefited by the accomplishment of some public purpose, in this case, maintenance of landscaped public areas. Benefiting properties pay an assessment through their property tax bills to maintain the landscaping and improvements within the Districts and Zones therein. By law, the District and Zones must be self-supporting, and assessment funds must be used only for the specific District and Zone.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q2: Who formed Sunset Pointe?&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;A: &lt;/strong&gt;Sunset Pointe was originally formed by the Larwin Company in 1986. Larwin turned over maintenance of the majority of the common areas, backyard and side yard slopes, and irrigation systems to the Department of Parks and Recreation as part of LLAD No. 2, Zone 21 Sunset Pointe. At the time, a careful engineering analysis determined the specific areas to be maintained and the resulting cost per parcel. An annual assessment of $550 per parcel per year was established to pay for landscape maintenance, utilities, repairs and replacement of irrigation systems, replanting, and administration. There are currently 252 assessed parcels within this Zone.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q3: How is the Sunset Pointe maintained and operated?&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;A: &lt;/strong&gt;The Los Angeles County Board of Supervisors acts as the governing body of Sunset Pointe. However, Landscaping and Lighting Act Districts and Zones therein are set up as forms of self government, and as such, must be self-supporting. The County will not utilize any general funds to augment or supplement funding within the Districts or Zones. County Staff in the Department of Parks and Recreation administers the services provided. They also provide the same services to other similar Landscape and Lighting Districts and Zones. This is an efficient system for providing professional quality services.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q4: What is the current assessment and how much is the proposed increase?&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;A:  &lt;/strong&gt;The current assessment rate, which has not changed since the formation of Sunset Pointe in 1986, is currently $550 per parcel per year. In the 22 years since the assessment was set, inflation has nearly doubled costs. As a result, the assessment no longer provides adequate funds to provide proper maintenance.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Current Assessment,&lt;br /&gt;&lt;/strong&gt;$550 per parcel per year&lt;br /&gt;Unchanged since 1986, the current assessment is no longer adequate to fully fund the landscape maintenance.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Proposed Ongoing Maintenance Assessment Increase&lt;/strong&gt;&lt;br /&gt;+ $200 per EDU per year&lt;br /&gt;One Equivalent Dwelling Unit (EDU) is the amount paid by each single family home. Commercial properties pay based on their size at the rate of 4 EDUs per acre. (For more details on the charge to EDUs, see Q5&lt;br /&gt;&lt;br /&gt;TOTAL COST FOR ONGOING MAINTENANCE&lt;br /&gt;=  $750 per EDU per year&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q5: Why is the proposed increased assessment rate per Equivalent Dwelling Unit (EDU) as opposed to per parcel?&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;A: &lt;/strong&gt;The current assessment methodology for the maintenance of landscaping and other improvements levies the same assessment on all parcels, regardless of the land use or parcel size. As such, homeowners are currently paying the same assessment as a large commercial parcel. In order for the commercial parcels to pay a more equitable portion of the total assessment, Special Districts is proposing a revised methodology for allocation of assessments based on EDUs, as opposed to per parcel. With this revision, each residential parcel would become 1 EDU. However, the number of EDUs in a commercial parcel would depend on the size of the parcel, with each commercial acre equaling 4 EDUs. For example, a 4-acre commercial parcel would equal 16 EDUs, and pay 16 times the assessment of a residential parcel (1 EDU). There are approximately 14.89 acres of commercial area in Sunset Pointe. In addition, several previously un-assessed peripheral parcels, which are currently undeveloped, would be assessed at 0.1 EDU each. As a result of the revised methodology, there would be a total of 298.56 EDUs in Sunset Pointe.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q7:  What could happen if the proposed increased assessment fails?&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;A: &lt;/strong&gt;Over the 22 year period in which the assessment has remained unchanged, inflation has slashed its value. Funding is already inadequate to provide proper maintenance and upkeep. Over time the landscape will continue to deteriorate. As a result, landscape maintenance services would continue to be reduced to levels that can be supported by the available assessment revenues. A reduced level of service may include a reduction or elimination of trimming, weeding, and debris pick-up activities; the reduction or turning off of irrigation to plants; as well as delays or cancellation of needed repairs and/or plant replacements.  The landscaping would deteriorate over time which may jeopardize the stability of the slope areas.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q8:  How do I know that this proposed assessment increase would be used for landscape improvements and not for other County services?&lt;/strong&gt;&lt;br /&gt;&lt;p&gt;&lt;strong&gt;A: &lt;/strong&gt;By law, the current and proposed assessment can only benefit properties within your Zone.
